Council business moved into official, public-records email accounts

Adopted Ordinance No. 1495, requiring the Mayor and every City Council Member to conduct city business through a City-managed official email account rather than personal email or messaging apps. The requirement is governed by subject matter, not by which account is used, and mandates records retention consistent with the Open Meeting Act. Sponsored and explained on the floor by Council Member Westfall, it passed 5-0 (amended on the floor) and was implemented in August 2026.

What it means: Closes the gap that let public business happen in private inboxes — council communications are now retained and subject to the Open Records Act like any other city record
