Plus one inherited projectThe Freedom Trail Playground was started by the prior administration in December 2022 and sat unfinished for 2+ years amid quality issues and cost overruns (originally budgeted near $800,000, ballooned to $1,682,221 — while the $400,000 grant stayed the same). This is the only playground on this page that was not initiated by Mayor Pillmore’s council. The contract was awarded by the prior administration in December 2022. By the time the new council took their seats in May 2024, the project was over two years behind schedule with documented construction quality issues and significant cost overruns — yet the $400,000 grant never increased to match. Within roughly two months of taking office, Mayor Pillmore’s council resolved the outstanding acceptance issues and reopened the park in late July 2024. The eight playgrounds listed above were then delivered for a combined $700,461 — less than half the cost of this single inherited project.

Eight playgrounds delivered by Mayor Pillmore’s council for $700,461 — an average of just $87,558 per park, all completed between March 2025 and March 2026. Five locations received their first-ever playground. The single inherited project (Freedom Trail) cost more than twice as much as all eight combined — and was resolved within two months of the new council taking their seats.
