Cooperative purchasing agreements cut costs on city purchases

Council approved an Interlocal Cooperation Agreement with The Oklahoma Purchasing System (TOPS), a state purchasing cooperative, to secure market pricing on construction-related materials and services for city projects. The city also uses Sourcewell cooperative purchasing for equipment procurement — in December 2025, that approach negotiated a $50,000 vendor discount on playground equipment as part of a $400,000 citywide playground investment.

What it means: Cooperative purchasing lets the city buy at pre-negotiated, competitive pricing instead of running a separate bid process for every purchase — saving taxpayer dollars.
